Saint Paul is Minnesota's capital and the Ramsey County seat, sitting on both banks of the Mississippi across about 52 square miles of land. The 2020 census counted 311,527 residents; ACS 2024 one-year estimates put the city at 307,484. Seventeen resident-led district councils divide the city, and that is the local vocabulary - an address here is described by neighborhood long before anyone reaches for a ZIP code.
Housing changes block to block. Summit Avenue carries the largest of the 1890-1920 houses - Queen Anne, Romanesque Revival, Tudor Revival - and the American Planning Association named the street one of ten national Great Streets in 2008. Zoning has moved too: Ordinance 23-43, effective November 26, 2023, allows duplexes, triplexes and fourplexes in residential districts that had been single-family only, which changed the math on older lots.
Selling here has a step worth planning around. The city requires a Truth-in-Sale of Housing evaluation, done by a city-licensed private evaluator, before a single-family home, duplex, townhome or individually parceled condo is marketed. The report is good for 365 days and one sale only; buildings of three or more units are exempt. Order it early - what the evaluator writes shapes pricing and negotiation.
The housing
Summit Avenue holds the 1890-1920 mansions; bungalows, four-squares and duplexes fill the older grid neighborhoods on both sides of downtown. In our closed-transaction book, most of what trades is resale. ACS 2024 one-year estimates counted 135,910 housing units citywide and a $301,800 median owner-occupied value. New construction is concentrated at Highland Bridge in Highland Park, Ryan Companies' redevelopment of the Ford Twin Cities Assembly Plant site, which closed in 2011.

Saint Paul Public Schools - Independent School District 625 - is the public district for city addresses; federal NCES data put 2024-25 enrollment at 33,041. Placement does not follow automatically from an address: SPPS runs a citywide school-choice application alongside its attendance areas. State-authorized charter schools also operate in the city. Confirm the district and the assigned school for a specific address before you write an offer.
Getting around
I-94 runs east-west between Saint Paul and Minneapolis; I-35E runs north-south, including the 45 mph parkway between MN 5 and downtown that bars trucks over 9,000 pounds. The METRO Green Line light rail links the two downtowns. Gold Line BRT to Woodbury opened March 22, 2025; the B Line on Marshall and Selby opened June 14, 2025. ACS 2024 put the mean commute for Saint Paul workers at 20.6 minutes.
Parks & things to do
Saint Paul Parks and Recreation lists over 180 parks, 26 recreation centers and 120 miles of trails. Como Regional Park holds the free Como Park Zoo and Conservatory; Phalen Regional Park has the city's public beach. Downtown holds Grand Casino Arena, CHS Field and the Ordway. Allianz Field is at Snelling and I-94. The Winter Carnival was first held in 1886 and has run annually since 1946.

Can I build a duplex or fourplex on a Saint Paul lot?
Often, yes. The city's 1-4 Unit Housing Study rewrote residential zoning in two phases: Phase 1 took effect March 5, 2022, and Phase 2 on November 26, 2023, adopted as Ordinance 23-43. Together they allow duplexes, triplexes and fourplexes, accessory dwelling units and townhomes in residential districts that were previously single-family only. Lot size, parking and density rules still apply, so check the zoning district first.
Does rent stabilization apply if I buy a rental property in Saint Paul?
Saint Paul has had rent stabilization since May 1, 2022. The base cap is a 3% rent increase in any 12-month period, with exception paths above it: self-certification for 3-8%, and CPI plus 8% after a just-cause vacancy. Newly constructed rental properties are exempt. The most recent amendments the city has published were approved May 7, 2025, and took effect June 13, 2025. Duplex and small-multifamily buyers should price this in.
How do you get from Saint Paul to Minneapolis without a car?
The METRO Green Line light rail runs between Union Depot in downtown Saint Paul and Target Field in downtown Minneapolis, and opened in 2014. The B Line, bus rapid transit on Marshall and Selby avenues, opened June 14, 2025, and also ends at Union Depot, as does the Gold Line to Woodbury, which opened March 22, 2025. Union Depot also handles Amtrak's Empire Builder and Borealis.
