Andover covers roughly 34 square miles of Anoka County, and one invisible line organizes the whole city. The Metropolitan Urban Service Area boundary generally bisects it: south of the line, subdivisions run on municipal sewer and water; north of it, the city's Rural Residential district sets a 2.5-acre minimum lot and no municipal utilities. Which side of that line an address falls on shapes the property more than the asking price does.
The housing stock is newer than its surroundings. The median Andover home was built in 1994, against 1986 for Anoka County and 1981 for the metro (2020-2024 ACS). Detached houses account for 10,214 of 11,157 units, and owner-occupancy runs about 94 percent of occupied units versus 70.7 percent metro-wide. Rental supply is thin and townhomes are a small share, so most of what trades here is a house.
Building has not stopped. The city's own development map, last edited July 9, 2026, shows Lennar platting Fields of Winslow Cove and Legacy at Petersen Farms, with smaller approvals at Boulder Prairie Estates, Hartmans Meadows, Meadows at Nightingale and Shadowbrook North. Every approval on that map carries an "urban" or "rural" label, which is the quickest way to tell whether a new lot comes with sewer and water or a well and a drainfield.
The housing
Detached single-family dominates: 10,214 of 11,157 units in the 2020-2024 ACS, with 591 attached townhomes and about 310 apartment units. Owner-occupancy runs about 94 percent of occupied units, against 70.7 percent metro-wide. Median value was $410,200, above Anoka County's $346,500. North of the MUSA line, expect 2.5-acre minimums on well and septic; the Rural Reserve minimum is 10 acres.
Schools
Two districts. Anoka-Hennepin ISD 11 covers the southern portion and runs five schools inside the city: Andover Elementary (14950 Hanson Blvd NW), Crooked Lake Elementary (2939 Bunker Lake Blvd NW), Rum River Elementary (16950 Verdin St NW), Oak View Middle School (15400 Hanson Blvd) and Andover High School (2115 Andover Blvd NW). St. Francis Area Schools ISD 15 covers the north end. Boundaries follow the parcel, not the city line.
Getting around
No state highway runs through Andover. Round Lake Boulevard (CSAH 9) and Hanson Boulevard run north-south, Bunker Lake Boulevard (CSAH 116) and Crosstown Boulevard (CSAH 18) east-west. The city's 2040 Transportation Plan records no fixed-route bus and no park-and-ride inside the city, and that still holds. Routes 850 and 888 reach downtown Minneapolis from the Foley Boulevard and Coon Rapids-Riverdale park-and-rides. Transit Link dial-a-ride covers Andover.
Parks & things to do
Bunker Hills Regional Park fills the southeast corner, extending into Coon Rapids, Blaine and Ham Lake: wave pool, campground, disc golf, archery range, horse stable, 27-hole golf course. The city maintains more than 67 parks and 41 miles of trail, including 136-acre Kelsey Round Lake Park. Four nature preserves, bought under a 2006 bond referendum, are counted separately. Andover Community Center has an ice arena and indoor track.

Will my Andover home be on city sewer and water, or well and septic?
It depends which side of the Metropolitan Urban Service Area line the parcel sits on. The city's Comprehensive Wastewater Plan states the MUSA boundary generally bisects Andover: the southern portion is served by municipal sanitary sewer, the northern portion by individual sewage treatment systems. In that plan's 2018 estimate, 3,100 of 10,550 households — just under 30 percent — were unsewered. Some parcels inside the MUSA are still on septic and are expected to connect as utilities extend. Budget for well and septic inspections north of the line, and confirm the specific parcel with the city.
Which school district will my Andover address be in?
Two serve the city. The City of Andover names St. Francis School District 15 in the north and Anoka-Hennepin School District 11 in the south, which the city describes as covering the south four-fifths of Andover. Anoka-Hennepin runs five schools inside the city — Andover, Crooked Lake and Rum River elementaries, Oak View Middle School and Andover High School — and describes itself as serving about 38,000 students across 13 communities and 172 square miles. District lines do not follow city or neighborhood lines, so verify the parcel with the district before writing an offer.
Can I commute from Andover to Minneapolis by train?
No. Northstar commuter rail ran its last trains on January 4, 2026, and Metro Transit replaced it with buses the next day: Route 888 to Ramsey, Anoka and Coon Rapids, Route 827 to Fridley, and Route 882 to Big Lake and Elk River. Andover never had a Northstar platform, and it has no fixed-route bus of its own. The nearest boarding points are the Anoka and Coon Rapids-Riverdale park-and-rides, both served by Route 888 into downtown Minneapolis. Several north-metro city and county pages still describe Northstar as running; they are out of date.
How big are the lots on the north end?
The city's Rural Residential district — land outside the MUSA that will not be served by municipal sewer and water — sets a 2.5-acre minimum. The Rural Reserve area carries a 10-acre minimum, with splits down to 5 acres allowed in limited situations, specifically so scattered development does not block orderly MUSA expansion later. That is why acreage and hobby-farm parcels concentrate in the north half of the city, and why two similar houses can sit on a third of an acre or on three acres depending on where they are.
